As leisure-rich Americans turn increasingly from the teeter-totter and turnpike to trail, and as large, natural open spaces become more and more difficult to acquire, comprehensive inventories of useable rights-of-way must be made available to state, county and local governments; and government must seize these opportunities before they are lost forever.
